Overview of the Citizens’ Bond Oversight Committee
 
Proposition 39 Bond Election

On November 3, 2015, voters residing within the Compton Unified School District passed Measure S. Measure S is a $350 million bond measure that authorizes funding for needed repairs, upgrades, and new construction projects to the District’s schools. Proposition 39 required a 55% supermajority for approval; Measure S was passed by 55.94%.

Establishment of a Citizens’ Oversight Committee

After a bond authorized under Proposition 39 is passed, State law requires that the District appoint a Citizens’ Bond Oversight Committee.

Committee Responsibilities

In accordance with Education Code Section 15278(b), the Citizens’ Bond Oversight Committee shall:

  • Inform the public concerning the District's expenditure of the $350 million Measure S bond passed by Compton voters;
  • Review expenditure reports produced by the District to ensure that Measure S bond proceeds were expended only for the purposes set forth in Measure S; and
  • Present to the County Administrator in public session, an annual written report outlining their activities and conclusions regarding the expenditure of Measure S bond proceeds.

Appointment of Committee Members

All appointments will be made by the Board of Trustees from applications submitted to the District.

Time Commitment and Term

Members of the Committee shall serve a term of two (2) years, commencing as of the date of appointment by the District’s Governing Board. No member may serve more than three (3) consecutive terms. Members of the Committee shall be available to meet at least once a year, but no more than quarterly, unless a majority of the Committee votes to increase the frequency for a specified period.
